Hunting License level shows areas a player has access to. The higher the license level, the more unlocked areas.
To increase your level, you have to upgrade your animal cards. You can get them from chests. You will find more information about animal cards here.
Each continent has its license. To get access to hunting areas, make sure you've bought and upgraded a license on a given continent.
You can buy licenses at any time.
